“Thanks to effective implementation of occupational safety and hygiene measures (OSH), and risk prevention, the reputation of CDC Construction Joint Stock Company has been increasingly affirmed,” remarked Deputy Minister Lê Văn Thanh.
Following Official Dispatch No. 5916/VPCP-KGVX dated August 20, 2024, issued by the Government Office regarding the report and proposed solutions for recent workplace accidents, on October 30, a delegation from the Ministry of Labour – Invalids and Social Affairs, led by Deputy Minister Lê Văn Thanh, conducted an inspection of the OSH practices and post-storm Yagi recovery efforts at CDC Construction Joint Stock Company (Van Phuc Ward, Ha Dong District, Hanoi City).
The delegation included leaders and officers from the Department of Work Safety, the Ministry’s Inspectorate, Hanoi Department of Labour – Invalids and Social Affairs, and representatives from the State Agency for Construction Quality Inspection (Ministry of Construction).

Representing CDC Construction Joint Stock Company at the meeting were:
Mr. Ngo Tan Long – Chairman of the Board of Directors; Mr. Tran Van Truong – Vice Chairman of the Board of Directors; Ms. Dang Thanh Trang – General Director, alongside members of the Executive Board and heads of various departments.
Before the meeting, Deputy Minister Lê Văn Thanh and the delegation visited the construction site to assess the implementation of OSH measures at the project site involving the structural construction and architectural finishing of the high-rise and adjacent buildings within the Viha Complex Residential Project (Thanh Xuan Trung Ward, Thanh Xuan District, Hanoi City).
“Quality, Safety, and Schedule” remains the guiding principle throughout the execution of the project.
CDC Construction Joint Stock Company is a construction contractor operating under the joint stock company model. The Company is currently executing 12 projects (01 project in Thuan An City, Binh Duong Province; 01 project in Da Nang City; 01 project in Phuc Yen City, Vinh Phuc Province; 01 project in Thai Binh City, Thai Binh Province; 01 project in Bac Ninh City, Bac Ninh Province; and 07 projects in Hanoi Capital). Total revenue in 2023 exceeded VND 1,813 billion, and the projected revenue for 2024 is over VND 2,426 billion.
The Company has a total of 226 core employees, including 171 workers subject to strict occupational safety requirements and 30 full-time safety officers. In 2024, the Company organized occupational safety training for all 226 workers. Currently, the Company is managing 27 regulated equipment items in accordance with Circular No. 36/2019/TT-BLĐTBXH issued by the Ministry of Labour, Invalids and Social Affairs

As of the first 10 months of 2024, the Company has allocated over VND 4.4 out of 5.34 billion for implementing occupational safety technical measures and fire and explosion prevention; hygiene techniques to prevent harmful factors and improve working conditions; provision of personal protective equipment for workers; employee healthcare; and communication, awareness, education, and training on occupational safety and hygiene.
To date, the Company has established, organized, and deployed an emergency response team to ensure readiness in handling emergency situations. CDC has issued 27 internal regulations and procedures on occupational safety, including identifying and complying with legal requirements, occupational health and safety policies, regulations on the issuance of personal protective equipment, and risk control procedures to ensure compliance with relevant standards. The Company has also developed a signage manual and fully installed safety warning signs at construction sites. From 2023 to the end of October 2024, the Company recorded no serious labor accidents and no incidents of occupational accidents occurred.
Regarding Typhoon Yagi, although there was no human loss, business operations were disrupted, and post-storm recovery costs amounted to VND 325 million. These included: dismantling the tower crane at the BID Thai Binh project to prevent storm damage; replacing occupational safety and health (OSH) signage and dust-proof nets on scaffolding covering the façades of northern projects; and conducting a comprehensive inspection, repairs, and cleanup of construction sites to resume operations.

Clarifying further on the Company’s efforts in preventing labor accidents and ensuring occupational safety and health, Chairman Ngo Tan Long stated: For many years, alongside business operations, the Company has strictly complied with OSH regulations. CDC consistently upholds the commitment to “quality, safety, and progress,” treating OSH not as formality but as practical actions. The Company regularly updates legal circulars and decrees to inform workers, actively coordinates safety training sessions and fire prevention drills, and rigorously evaluates and controls risks during construction and equipment operation. To date, awareness and responsibility for OSH and labor accident prevention among all CDC staff have significantly improved, showing tangible progress.
Hard Work with Safety
In discussions with CDC’s leadership regarding occupational safety and health (OSH), members of the working delegation offered feedback and proposed several solutions for preventing labor accidents, ensuring OSH during construction activities, and controlling equipment subject to strict safety requirements.
In particular, Mr. Ha Tat Thang, Director of the Department of Occupational Safety, emphasized: Although no labor accidents have occurred, CDC must regularly remind workers not to become complacent during construction operations. He advised increasing the number of warning signs and clearly visible posters to catch workers’ attention easily, and to further equip the sites with surveillance camera systems. Moreover, he stressed the importance of improving the quality of OSH training—training must be practical and effective—and recommended close coordination with project owners and subcontractors to ensure strict compliance with OSH practices

During the working session, Deputy Minister Le Van Thanh acknowledged and highly appreciated CDC Construction Joint Stock Company’s long-standing efforts in ensuring occupational safety and health (OSH) and preventing labor accidents. Thanks to their consistent performance in this area, the Company’s reputation has continued to grow.
Deputy Minister Le Van Thanh stated: In the construction sector, the risk of labor accidents is relatively high, as workers operate in extremely hazardous site conditions. For example, falling bricks, scaffold collapses, objects falling from heights, workers falling into pits, stepping on nails, or injuries from work tools. In addition, machines and equipment may pose electrical or thermal hazards, putting workers at further risk. Moreover, outdoor work exposes laborers to harsh weather conditions such as extreme heat or sudden rain, increasing the likelihood of illness, heatstroke, dizziness, and dangerous falls from height.
“Therefore, during construction, CDC must regularly review and reassess all potential risks—both general and specific—especially those related to equipment subject to strict safety requirements. The safety department must focus on thorough inspection and promptly propose to the Company’s leadership the implementation of a comprehensive and truly effective safety plan,” emphasized Deputy Minister Le Van Thanh.

Along with modern construction methods and access to new technologies in the world, Deputy Minister Le Van Thanh believes that CDC will proactively raise awareness and responsibility for workers in ensuring occupational safety and health in construction works, considering occupational safety as a very important factor in production and business activities. Continue to raise awareness from managers to workers, especially workers, not to be negligent. When going to work, you must be safe, safe for yourself first, then for the Company to effectively implement the slogan “work hard and safely”.
