On the morning of December 29, with the approval of Thua Thien Hue Province, the Project Owner – Dong Da Development and Investment Joint Stock Company, in cooperation with the Construction Contractor – CDC Construction Joint Stock Company, solemnly held the Groundbreaking Ceremony for the Renovation and Reconstruction Project of Blocks A, B, and C of Dong Da Apartment Complex (Phu Nhuan Ward, Hue City) – Hue Heritage. This is a key project for Hue City, aligned with its new urban development strategy, especially in light of the recent resolution passed by the National Assembly officially establishing Hue as a centrally governed city from January 1, 2025.

In his opening remarks, Mr. Hoang Hai Minh – Vice Chairman of the People’s Committee of Thua Thien Hue Province, stated:”The groundbreaking of the renovation and reconstruction project for Blocks A, B, and C of the Dong Da apartment complex marks a pivotal moment, aligning with the official establishment of Hue City as a centrally governed city. This project plays a vital role in the city’s urban development strategy and in enhancing the quality of life for local residents. It not only meets the housing needs for on-site resettlement but also provides additional housing supply in accordance with the city’s housing development plan. The top priority is to ensure that relocated households enjoy better living conditions in terms of space, quality, and overall environment compared to their previous homes.”
The provincial leadership affirmed that the People’s Committee of Thua Thien Hue Province would continue to provide the most favorable conditions in terms of legal and administrative procedures, while instructing relevant agencies to closely monitor the project’s progress, quality, and safety. The Vice Chairman also urged the Project Owner and Construction Contractor to accelerate the project schedule, ensure construction quality and safety, and fully comply with all state regulations regarding investment and construction management.
Representing the construction contractor, Mr. Ngo Tan Long – Chairman of the Board of Directors of CDC Construction Joint Stock Company, stated:
“CDC Construction Joint Stock Company, with 13 years of experience, has successfully executed major projects across all three regions of Vietnam. Hue Heritage is the first project in which CDC is honored to contribute to the construction development of Thua Thien Hue Province (soon to become a centrally governed city).”
He further affirmed: “CDC is fully committed to implementing this project in accordance with the directives of Hue City, strictly complying with occupational health and safety requirements, maintaining high construction quality, and meeting key milestones as promised to the Project Owner. Additionally, during the course of implementation, CDC pledges to adhere to all relevant laws and local social welfare regulations.”

Hue Heritage is located in a prime area—right in the heart of Hue City. The project is designed with four high-rise apartment buildings, ranging from 17 to 25 stories above ground, with three basement levels. With a total investment of approximately VND 1,300 billion, this is a large-scale, high-end development.
The total gross floor area of the entire project exceeds 100,000 square meters. Once completed, the project will provide the market with 669 apartment units, including 161 resettlement units and 508 commercial apartments integrated with service business spaces.
